E-Invoicing in the United Arab Emirates

Peppol PINT AE, pilot from July 2026, phased mandatory rollout through 2027

The mandate at a glance

The UAE is building its e-invoicing regime on the international Peppol framework. The Ministry of Finance published the legal framework in late 2025 and the PINT AE specifications, the UAE localisation of the Peppol PINT invoice, confirming a decentralised exchange model with accredited service providers. A pilot phase is expected from July 2026, with phased mandatory implementation through 2027.

The UAE design is commonly described as a five-corner model: invoices flow between businesses via accredited access points (the four Peppol corners), with tax data reported to the Federal Tax Authority as the fifth corner.

Required formats and network

Required format: PINT AE, the UAE profile of the Peppol PINT (Peppol International) invoice model, implemented in UBL. PINT differs from Peppol BIS Billing in that it is designed for non-European tax regimes; the AE profile adds UAE VAT rules on top of the shared international core.

How to comply

  1. Engage an accredited service provider (UAE access point) early: accreditation is the gateway to the network.
  2. Map your invoice data to the PINT AE profile, including UAE VAT categories and TRN identifiers.
  3. Validate against the PINT AE rule set before transmission.
  4. Follow Ministry of Finance announcements for your phase's go-live date.

Frequently asked questions

What is PINT AE?

PINT AE is the UAE localisation of the Peppol PINT invoice specification: a UBL-based international invoice model with UAE-specific VAT rules. It is the required format for the UAE e-invoicing rollout.

When does UAE e-invoicing become mandatory?

A pilot is expected from July 2026, with phased mandatory implementation through 2027. The exact thresholds per phase are set by Ministry of Finance implementing decisions.

How is the UAE model different from Peppol in Europe?

The exchange layer is the same four-corner Peppol network, but the UAE adds a reporting leg to the Federal Tax Authority, making it a five-corner model, and uses the PINT profile rather than the European Peppol BIS Billing.

Does the mandate cover B2G and B2C?

The rollout focuses on B2B and B2G transactions first. Scope details per phase come from the implementing decisions; B2C e-invoicing is not part of the initial waves.
