The UAE is building its e-invoicing regime on the international Peppol framework. The Ministry of Finance published the legal framework in late 2025 and the PINT AE specifications, the UAE localisation of the Peppol PINT invoice, confirming a decentralised exchange model with accredited service providers. A pilot phase is expected from July 2026, with phased mandatory implementation through 2027.
The UAE design is commonly described as a five-corner model: invoices flow between businesses via accredited access points (the four Peppol corners), with tax data reported to the Federal Tax Authority as the fifth corner.

Required formats and network
Required format: PINT AE, the UAE profile of the Peppol PINT (Peppol International) invoice model, implemented in UBL. PINT differs from Peppol BIS Billing in that it is designed for non-European tax regimes; the AE profile adds UAE VAT rules on top of the shared international core.
